Bizarre, like something from a old horror /sci-fi movie.
 

Spooky.

Um, can I get away with a one word comment? Ok then:

Really spooky.
 
Perhaps his face is too Western and offends. I don't find it spooky but a rather fascinating exercise in latching onto different directions of movement, particularly the rear view about to stride off with the woman to his right.

What attracts me is the way the main subject (x2) is so prominent in the picture and is captured in those soft tones.
 
Bizarre indeed. Is this a dummy?

I can imagine this being a political statement of some kind or, perhaps, an attempt at street art.

I'm assuming that the other bandage man is a reflection. It's a pretty good one if it is and must be achieved via some kind of curved window or mirror.
 
I put Jingumae into Google and got to look at a lot of architecture. Then I put Jingumae 3-21 into Google and got to this picture and a restaurant (Hyotannabe) and I can even see where the restaurant is!

I wonder if the person wrapped up is used as an advertisement for the restaurant to attract customers.

Harajuku is a mecca for youth and their fashions. These two (not a reflection) dummies are outside one of the trendy stores advertising their wares.

rex's restaurant serves nabe. Nabe is a cook it yourself stew. You equip yourself with a large clay pot (the nabe) and heat some stock (in Japanese dashi). The stock could be chicken, beef or even spicy kimuchi (Korean spicy pickled cabbage). Thereafter you add in meat, vegetables, soba/udon. Not all at once though. Start with enough for a first bowlful then replenish whilst eating the first serving. An ideal winter warmer and one best served in the comfort of your own home with a couple of glasses of warm sake.
